Born on September 16, 1939 in Bayreuth, married, four children.

Studied at the Universities of Erlangen, Cologne and Saarbrücken (1958 to 1962) Passed the State Law Exam in the Higher Regional Court of Nuremberg (1962/1966).

Promoted to Doctor of Law in 1965. Fellow Professor at the Faculty of Law, University of Erlangen-Nuremberg (1972).

Appointment as full professor at the Faculty of Law, University of Bielefeld (1973).

Appointment to the Chair of "German and Bavarian Constitutional and Administrative Law and Public Administration" at the University of Regensburg (1979). Election and appointment as a judge of the Federal Constitutional Court (1995), retired in 2007.

Appointed Ombudsman of the Deutsche Bahn AG (2008).

Member of the German Sports Arbitration Tribunal (2008).

Chair of the Anti-Doping Commission of the German Olympic Sports Confederation (2008).

Chair of the Expert Forum "The Future of Physicians - Patient Safety" at the Bavarian State Ministry of Labour and Social Affairs, Family and Women (2008) Chairman of the Permanent Arbitration Court of the Association of German Football Leagues (2008).
