Career history:
Worked at the All-Union Law Correspondence Institute; the Soviet Association of Political Science; the Russian Academy of Sciences; the Academy of Social Sciences under the Communist Party of the Soviet Union Central Committee; the Department of Social and Political Cooperation; and the Administration of the Russian Government. He has also been State Secretary of the Central Bank of the Russian Federation; and Deputy General Director of The Agency for the Restructuring of Credit Organisations.
January 2001 onwards: member of the Federation Council and representative of the Marii-El Republic Government in the Federation Council
January 2002: elected Deputy Chairman of the Federation Council
