On 15 February 2013 President of NOC Ukraine, Sergey Bubka and RIOU Rector, professor Lev Belousov signed in Kiev the Memorandum of cooperation. The parties agreed to cooperate in the sphere of education, exchanging knowledge and preparing well qualified managerial staff for the development of mass and elite sport, and for the advancement of Olympic ideas.

Under the Memorandum, the Russian International Olympic University, using international experience, innovative educational technologies and teaching methods, will help the National Olympic Committee of Ukraine implement educational programmes.

In the course of signing the Memorandum Sergey Bubka said: "The expansion of international exchange is one of important aspects of our activities. We pay special attention to the promotion of the Olympic Movement through implementing scientific and educational programmes. NOC of Ukraine is interested in RIOU as a partner that will prepare highly qualified managerial staff, those who will be able to hold large international sports and cultural forums and who will provide bright sports future to our country ".

The cooperation between the National Olympic Committee and the Russian International Olympic University will cover scientific research of promoting sport in Ukraine, organizing workshops, training courses, staff development with the involvement of leading lectures, as well as expert dialogue and individual consultations on current questions concerning Olympic Movement, the development of physical culture and sport.
