On 13 December 2012 President of the National Olympic Committee Andrzej Krasnicki and Rector of the Russian International Olympic Committee, professor Lev Belousov signed the Memorandum of Understanding. The ceremony took place in the NOC headquarters in Warsaw.

As a result the sides have settled the agreements of joint activities in developing and realizing educational programmes and carrying out the research in conjunction with international experts for mutual interests. The document also implies the possibility of practical training and participation of RIOU students in the events held by the Polish National Olympic Committee.  It is supposed to conduct the training courses for NOC representatives in different RIOU programmes, including a one-year programme "Master of sport administration".  The Memorandum stipulates creating the necessary conditions for expert dialogue on current issues of the development of sports industry, the Olympic movement and sports management.

According to Andrzej Krasnicki: "Collaboration with the Russian International Olympic Committee will enable the Polish NOC to know more deeply innovative technologies, which are used by those who arrange the Olympic Games in Sochi. I suppose that some interesting decisions and ideas might be in high demand in our activity also". 

Making a speech at the ceremony, professor Lev Belousov said that "extending international cooperation, especially with the East European countries, is one of the questions of high priority in the university activities. Polish NOC is important for us as a partner both in terms of developing connections within the Olympic family, and for preparing managerial staff of the highest level. We hope to see among our students the Polish athletes and managers, and we invite the Polish NOC executives to share their experience. The Russian International Olympic University is a good ground for expert dialogue".
